Leaders of Serbs in northern Kosovo say they will finance the referendum through donations and private companies that are ready to help.

Between now and then they could just let the school children write the question out on pieces of paper. It is not like it has to conform to any standards as NO one and I mean NO one is going to recognize the significance of the referendum. A tally of hands would be just as good and serve the same purpose. Besides that would take the guess work out of anyone voting the wrong way and retaliation could begin immediately.
Of course they are going about it the wrong way, should they recognize Kosovo as independent then they could themselves declare independence but as long as they claim Kosovo is part of Serbia their only option is to stick it out or declare independence from Serbia. Wouldn't that be a hoot.

I hope that they do not come back after few months and say, oops, we asked the wrong question - like the question to the ICJ :)

That's because the question above makes no sense. According to Serbs, the "Republic of Kosovo" only exists in the K. Albanians dreams. How can a dream-state create institutions ?!!!

The explanations are two: either the "Republic of Kosovo" is a reality or there is no such a thing called "Republic of Kosovo" forming any institutions" and so this is a referendum for nothing.

This feels like a tactic by somebody to manipulate Serbs in Kosovo into using language that recognizes a legitimate government under Albanian rule. The question uses the words "Republic of Kosovo" and so the whole thing must be discussed. Serbs will be repeating over and over again the words "Republic of Kosovo" that have no meaning. It looks like hypnosis.

Will there be international observers, if not, then no one outside of Northern Kosovo will take the referendum seriously. My opinion is that this tactic is not thought out very carefully and can only lead to more embarrassment to all Serbs.
