German Ambassador to Serbia Wolfram Mass stated Friday that Germany would not set new conditions to Serbia ahead of the decision on the EU candidate status.

You know this is an impossible dream without recognising Kosovo and then Vojvodina further down the line.
Germans are just playing games and they can always point to things not being implemented perfectly in their eyes as an excuse to reject Serbia. Serbs turned over their defenders to the ICTY and got absolutely nothing positive in return but more demands.
Meanwhile Croatia can keep hundreds of thousands of Serbs from returning to their homes and they get approval.
“In August during the visit by German Chancellor Angela Merkel it was clearly stated that we expect the issues, which are discussed in the dialogue, to be implemented, and the regional representation was one of the topics at that time as well,” he explained.
The regional representation should not be a problem. Kosovo will be represented as UNMIK-Kosovo, as stated in UN1244 -> Problem solved.
