Since then, meetings with local Serb leaders and KFOR have produced some agreement, the most important is that these so-called "parallel institutions" as Albanians call them are being recognized as the legitimate authority up there. And speaking of an inability to understand "negotiation", Albanian authorities are still delusional enough to reject any new plans for the north, including autonomy or "Ahtisaari Plus". To enable the above Serbia needs propaganda against "unilateral moves" and giving "classical examples" ie "KFPR using force to remove barricades", "Kosovo Albanians sending special forces in northern Kosovo"
