The question really is, how are you going to do that when nobody in Kosovo wants to be under serbian rule? Start another war? Don't u guys learn anything from your past? The way Serbia is now, it simply has no place in a united Europe. Forget it!!!

Obviously you have not learned that its spelled Kosovo even when your supports call you as such,.But yeah it was never too late,rather too much when one clearly looks back.Citizens from Serbia and from other Yugoslav States had to pour in money which went down the drain in Kosovo,through massive corruption.Ohh and as for that " Genocide" of 39 people killed before the nato bombing,even that old lie has been exposed.But yeah i am sure you are swimming in the milk and honey in your current state so enjoy.

As a UN protectorate, and as one Serbia’s provinces and with the backing of EU funds, the population in Kosovo have the advantage of peacefully, and without time limits, or with predicted outcomes, to develop their autonomy first, which will give the People of Kosovo their base from which to negotiate future status of Kosovo.

Yes. That's the dilemma. Serbia, with Kosovo is either not a Serbian state, or not a democratic state.

This fact is so glaringly obvious just by looking at the numbers. Why is this not discussed?

Now, don't go around asking difficult, some might say silly, questions Danilo :). The answer is, of course, more than autonomy less than independence, where Kosovo Albanians don't get to vote for the parliament in Belgrade, but the parliament in Belgrade gets to vote laws about Kosovo Albanians. If need be, this can be added to the constitution of Serbia too, so that it is legal. That's what Kostunica wants at least, in my opinion. And actually the proof that this is the case, is the constitution of Serbia itself. This is exactly how it was approved.

Danilo, I have to agree with you. Unlike in the times of Milosevic, Serbia can't get away with denying rights to minorities anymore. That means Albanians under Serbia would probably have the second or third largest(maybe more later) political party, and Albanian would likely be an official language in the Serbian parliament and government institutions. Some of the ministers in the government would have to be Albanian. Is Serbia ready for that? I doubt it.

People, I guess not being used to democracy, don't consider what it would look like having 1.2 million Albanians voting as a block.

in 2008 elections, you had what, less than a million voting for with DS and SRS?

Albanian Block would be either the strongest party in Serbia or the most important coalition partner.

There is information concerning this matter on the Internet, and if People Type the words United Nations Six Point Plan for Kosovo into an Internet Search Engine, then they will find much information on this matter.

I found an Analytical Article on the Six Point Plan that was Published on 28/11/08, and the Conclusion of the Article said that the Kosovo Albanians will gain Negotiated Autonomy.

That article said: “The United Nations was deciding over a plan for Kosovo, and over which plan to select?” On the table was a 6 point plan negotiated between UN and Serbia, and a 4 point plan, which is a declaration by Kosovo’s separatist government. We now know that the 6 point plan was selected unanimously in United Nations Security Council. The next question would be the consequences of accepting the United Nations 6 point plan for Kosovo.

The Decision:

The United Nations Security Council on 26th November 2008 in New York unanimously adopted the UN secretary-general Ban Ki-moon’s report on the reorganization of the EULEX civil mission in Kosovo. Ban Ki-moon’s spokesman told B92 that the secretary-general’s report welcomes the positive outcome of the talks on the 6 points of the UNMIK reorganization, and Belgrade’s decision to accept the agreement. Serbia’s Foreign Minister Vuk Jeremic welcomed Ban’s Kosovo report, saying:

“The explicit language of the report confirms the status neutrality of EULEX’s engagement, which is a guarantee that no part of its mandate can be devoted to the implementation of the Ahtisaari Plan for Kosovo’s independence that was rejected by the Republic of Serbia, and never endorsed by the Security Council, in the words of the report that is before us today.”

“EULEX will Fully Respect and Obey Security Council Resolution 1244 (1999), and EULEX will operate under the overall authority and within the status-neutral framework of the United Nations,” Ban Ki-moon said in the report to the UN Security Council. By working within the framework of the resolution, the mission in Kosovo will not imply any recognition of the territory’s independence.

The consequences:

Analysts in Pristina have noted, that accepting the 6 point plan for Kosovo, would mean that the Kosovo Albanian officials would formally lose any future sovereignty over North Kosovo, though this sovereignty essentially does not exist. One could think that latest UNSC decision does not change anything. My opinion is that some change will come and that the decision provides new possibilities for future status arrangements.

The follow-up could include following aspects:

The immediate impact will be that EULEX rule of law mission can be deployed throughout Kosovo. This means that some 2,000 of what should be impartial experts are coming to secure this sector in Kosovo, and hopefully also to develop the local capacities. International administration today in the protectorate is a big mess with the International Community Office, EULEX, EU, Kosovo delegation, and KFOR bickering over who is doing what and where, and in addition, there is a group of other powerful actors, such as the OSCE and the liaison offices of foreign countries. The decision streamlines international administration and chain of command at least partially.

The local administration will coordinate with internationals in Albanian majority regions, and with Serbia in Serb dominated regions. However if the local stakeholders want to administer more themselves without international supervision, they now have the possibility to negotiate future status between Pristina and Belgrade and without artificial time limits.

If Pristina and Belgrade want Kosovo to be more than a UN protectorate forever, then they can now adopt some of countless amounts of different territorial autonomy models, they can develop a totally new one between themselves, or they can agree to some partition of Kosovo. One could predict that what ever compromise or outcome will mutually be agreed to, it will also be accepted in the UN and other international bodies.

From frozen conflict to frozen independence:

The UN 6 point plan decision clarifies the situation which escalated by Kosovo’s Unilateral Declaration of Independence. This came at the right moment before Kosovo would have developed into the next failed or captured state. Probably, the local population in Kosovo has noticed that during the short failed independence experiment, that to have a State, more is needed than only a flag and an anthem. Presently, while the EU still is pumping money into Serbia’s province, this is the time to build each ethnic community’s own administrative capacity, and hopefully some democratic practices, along with a sustainable economy. As a UN protectorate, and as one Serbia’s provinces and with the backing of EU funds, the population in Kosovo have the advantage of peacefully, and without time limits, or with predicted outcomes, to develop their autonomy first, which will give the People of Kosovo their base from which to negotiate future status of Kosovo.

Yes why don't we have a public debate, so that people can actually give an opinion, and let them question why Serbia would want to join a union which not only wants to sever Kosovo away but also could lead Serbia into an economic disaster.
