Corruption rife in health-care, police, administration

The highest level of corruption in Serbia has been registered in health-care, police and public administration.

You are right but I am sure it is nothing compared to high level corruption in awarding contracts and other 'favors'. That the UNDP does not mention.
High level corruption happens everywhere around the world but it is always the low level corruption that is mentioned. The 'old boys networks' always get off the hook.

We are building a house to have water amd sewer hooked up they wabted 500 eu to speed stuff up. similar story in electricity. u can pass drivers exams for 400 eu and the cop tells u the proper answers to circle. got a new baby on the way? 500 eu *thank you* fee is customary to the doctor plus chocolates and extras for the nurses. lets not mention traffic cops.. kazna je 5000 dinar.. but u can put 1000 din in your license and well move right along...

Get a few in jail and get the message over that this history of corruption is not going to continue.

It is very depressing for people who make an honest effort that there are those who around who thieve by perverting the system.

That includes police who get a phone call 'from someone higher up' to let someone go.

That includes food inspectors who fear to lose their jobs if they tell a restaurant owner that the business is filthy.

That includes people who get on a bus without paying.

That includes politians who sack or demote people so that they can put their cronies into the jobs.

That includes businesses who avoid paying pension contributions.

.....etc.

Miserable really.
