With "thorough changes within the EU", it looks likely that the Western Balkans countries will join the organization as "lower-level members", said reports.

It is about time for Serbia to grow up, and instead of behaving like a child campaigning to have access to a colorful candy store, they need to engage in an emotion-free and objective analysis of what the likely structure of the EU will be over the next twenty years, what the terms and conditions really are of membership (particularly second-tier membership), and what the concrete quantifiable upside and downside really is of membership. What are the rights and responsibilities of members under the EU Constitution...do the pro-EU writers really know? What are the terms and conditions of an emerging Euroasian Community led by Russia? There has to be a real substantive discussion as to whether Serbia would be an equal member of the EU, or just the cleaners of the EU bathrooms. Thus far, the EU has been playing Serbia for fools. How much will Serbia's taxes go up to pay for EU bureaucracy? Let's have a real substantive quantifiable discussion in the Serbian media.

Translation: The western balkans will be let in to the EU golf club but will only allowed to clean the toilets and polish franco-german golf clubs. After all this, and especially after letting in euro-useless Romania and Bulgaria, Brussels kicks the western balkans in the teeth. The question is, are the croatians still to be let in? The Germans still need them. There will be significant repercussions.

It would depend what this might mean - already euro and non-euro is a division in Europe and there are other divisions possible. In practice it might be better for the lesser developed countries to organise within the federation but with particular account taken of their own development needs. Leaving countries more scope to devalue and otherwise fiddle their economies seems to be the only way of not over-linking them to the bigger countries.

The EU provides a powerful framework of standardised legality and equitable dealing - it is not yet a full government or centralised financial area however, and perhaps it should never be such a thing. If smaller countries were to cooperate at other levels, I would consider that to be part of a natural and sensible evolution.

Lower level means no invitations to the Bunga-Bunga parties...
(Luigi, 10 November 2011 18:08)

Hahaha thanks for making me laugh!

But isn't the Bunga Bunga king finished?

Maybe Sarkozy will start holding them instead? He is a dirty & immoral Frenchman so it wouldn't surprise me.

As for the second level membership, it doesn't surprise me at all. When did the heads of the EU ever respect us anyway? They've been trying to destroy us since the beginning of the EU.

I'd prefer to have second level membership to the Republic of China than to the arrogant heads of the EU.

I feel disgusted to think they class us as second grade citizens of Europe.

What can we expect in times of greed and corruption & insolvency.

And I suppose Rome, notwithstanding its debt sh*t, will host the EU's next "Bunga-Bunga" party?

Seriously though, the cat is finally out of the bag when the EU talks about "lower class membership" -- methinks this has always existed -- do the likes of Bulgaria, Romania and Estonia honestly believe that they are seen as equals by London, Paris and Berlin? (BTW I didn't leave out Rome by accident)

So does that mean we get the same level of membership as Romania and Bulgaria? LOL! Russia should speed up its Eurasian Union so the alternative is much clearer.
(Zoran, 10 November 2011 20:43) O no Zoran Serbia will even have more closer seating in the club to the washroom's and the kitchen just in case they need more help their. LOL! Russia should speed up its Eurasian Union so the alternative is much clearer. Yes it will be all much clearer when the fog lifts you will definitely not like either. Stick with your close neighbours and the CEFTA the only place where Serbia makes surplus money.

Excellent! Who wants to really join as a full member now? As long as "lower - level" countries don't have to bail out Greece, Italy, Spain, Ireland and Portugal this sounds like a win/win to me!

(Silly Idea, 10 November 2011 17:18)

I beleive the idea is to get these states (and most of all Serbia), into the EU before public opinion turns so far against it that the states dont want to join it, and instead turn to Russia.

There will be no lower membership in the EU.

Only the 12 original memberstates will fully integrate to a Union,
and no other states will participate in that.

There will be no members in the EU exept those 12.

By-By- this Serbian Governments free fantasies of EU membeship at all.

B92, look at "Barroso also noted that his would represent "a direct economic blow to some members"." ... the "his" should probably be "this"...

As for other stuff... I look at all eastern european countries in the EU as second ranked members, and pools of cheap labor.

Oh wow! Second class citizenship for all ex Yugoslavia except Tito's and Kardelj's Slovenija. Looks to be that these Slovenians got the most of being in Yugo and the most of wrecking it. Time for everyone else to reunite and go with Russia and maybe they respect us then? And if not respect then at least fear us.

Ari Gold

I don't get what that means lower level? Was anybody expecting a country from the Balkans to join the EU and have the same influence as Germany or France? Nonsense.

Whatever, the EU is falling apart anyway.
