Plot of land owned by Đukanović burns

A fire that broke out late last week at the entrance to the seaside resort town of Budva "included" a plot of land owned by Milo Đukanović.

This isn't how its done only in Montenegro. It is done in alot of places where there is tourism and there are restrictions on development.

It is a common practice in Greece and Southern Italy.

Wow, brilliant Machiavellian moves by the cigarette smuggler. Take out insurance on the land you own, they you mysteriously burn it down via 'force majeure', collect the insurance money, and build a hotel!!
This is how business is done in Crna Gora.

Exactly! That is how it works in EU candidate land of Montenegro.
To finance the hotel, he just have to ask his brother, the bankowner and he will borror him som money interst free. Where did he get the money from? Easy, that was the montenegrin taxpayers money that bailed out the bank a year or two ago when they were bancrupt. Tzar Milo helped his brothers bank, now his brother will repay the debt!
