That's precisely why I said it was decreasing and has been for a long time.

Besides, I'm referring to the principle as opposed to the practice.

It's not a perfect system but at least we do not institutionalise our imperfections and validate the kind of corruption that is far more likely to arise under a code that legitimises the principle of mud sticking!

Why is it that Serbia keeps pushing it.s buttons with its neighbours..Croatia should send Serbia a warrant for every citizen of the so called defunct Krajina republic for supporting Martic's criminal enterprise.

Bam Bam! Such a nice name! How can anyone support Croatian politics towards it's minorities, that are virtually undetectable in Croatia (Today Tomovic, singer and songwriter and his kind glorify music related to Croats slaughtering Serbs, Jews, Roma in concentration camp of Jasenovac). These historical facts can not be argued, regardless of what some croatians, and their fascist friends would like to think!
Croatia today with Kosur & Tomovic is no different than Nazi/Pavelic Croatia that was established in 1941. Please do not try to argue my previous two points. Plenty of evidence in history books all over the world, maybe not in Croatia!

Why do Serbia's neighbors keep acting like a bunch of spoiled unruly children? Why do they always use Serbia as an excuse for their own internal problems and nationalistic tendencies? If Serbia sent Croatia a warrant for every citizen in HR for supporting Storm and attending Thompson concerts they'd be backlogged in legal proceedings for 50 years.

"Under English Common Law, practiced in many countries (though gradually decreasing, I fear) one is innocent until proven guilty.:

Perhaps this is one reason why we English do not really like the EU - its law system based upon the Napoleonic Code.

Under English Common Law, practiced in many countries (though gradually decreasing, I fear) one is innocent until proven guilty.

The minister's comment implies that the onus is upon the accused to prove innocence, whereas, under the superior English law, it is for the accusers to prove guilt.

Being innocent until proved beyond all doubt to be guilty is the most fundamental prerequisite for a genuinely free society.
