I just came here from another news site where Balkanization was used as a pejorative term to mean fragmentation of a region or country.

The Balkans is seen through a prism of foreign empires and Balkanization occurs when foreign powers (Ottomans, Nazis, NATO) come into the Balkans. When foreign powers in the Balkans wane, are resisted or defeated the Balkan people tend to unite. Yugoslavia I was formed after the Ottomans and Yugoslavia II after the Nazis were ousted. Balkanization is used not as a descriptor of the Balkans but as a policy toward it.

Whether you agree with this simplistic analysis you will have to agree only people of the Balkans can define what Balkanization really and truly means. That is the real strength of language -- defining the tone of the discourse to determine one's fate -- not to waste one's energy on how many letters in an alphabet are needed in order to placate some foreign capital's wishes.
