-- Huh? I don't read all the news about the Balkans, when when was Kosovo put in a position to wield such executive power? When did it join the UN Security Council or become a member of the EU Council of Ministers to have that authority?

-- Um, again where are you getting this? Maybe the US wants nothing more than Ahtisaari Plan, but you might want to check the fine print in Merkel and Germany's stance on Kosovo in that they're against partition but they are certainly not opposed to ideas in which the north is given some sort of "special status" and, barring a full agreement between Belgrade and Pristina at the time of Serbia's ascension to the EU, Kosovo and Serbia don't form some sort of "loose union" as a way of getting Kosovo into the EU around 5 non-recognizing members. I think you'll be surprised how quickly international support comes around for negotiating a flexible status for northern Kosovo and probably other Serb-dominated muncipalities once Belgrade drops its opposition to Kosovo's independence and membership in key IGOs - without even having to recognize it themselves.
