KFOR violated its mandate, ex-UN official claims

As well, UN resolution 1244 also guarantees the return of Serbian personnel to custom border sites, in fact, all custom border sites.

This is the wrong interpretation of the document that was signed.

Of course, it guarantees the return of an "agreed number". But no number has been agreed yet. Let us know when that is agreed.

Have him read the Kumanovo Agreement, it gives the KFOR commander 100% leeway in everything in Kosova and keeps Serbia out of it. In fact Serbia cannot even fly planes or place anti-aircraft within 25KM of Kosova or move troops within 5 km. It's all written down and signed by Serbia

Nato agreed to remove that bit after the Presovo valley conflict, theres plenty of Serbian troops and Police within the former "Buffer Zone"

There was no "guarantee" - if the international security force agreed, they'd be allowed. Obviously, with the continuing tensions in the country, there was no reason to agree to their return.

Under Resolution 1244, Serbia-Montenegro was to be able to send "a small AGREED number (hundreds, not thousands" to Kosovo for specific purposes - e.g., liaison, guarding patrimonial sites, marking and clearing mine fields. Without the agreement of the international security force, nobody enters. In no way would Serbian military or police have any real authority. (There may still be some mine fields left, if you're interested.)

The United States, EULEX and NATO obviously did not keep it's part of the agreement , both the Kumonovo agreement and UN Resolution 1244. As well, UN resolution 1244 also guarantees the return of Serbian personnel to custom border sites, in fact, all custom border sites.

The problem with Gallucci is that he wants to be proven right with his vision of northern Kosovo, any thing else is not acceptable. When he was positioned in n/Kosovo he was not listened to, he wants to be listened now! Who does he think he is?!

The US observes UN resolutions when it wants to, and ignores then when it chooses. That is nothing new. Until the bully in the hood runs out of cash, it will act as a thug, with little opposition. But like with all thugs, they are strong until a stronger one comes along. And one will, inevitably.

oh wow, I am glad that you just realised that your mother Rus ,including BRIC countries cannot help you. Whatever Uncle Sam says, it goes. Who said that if you are not a UN member you are not a country? If Kosova can disrigard whatever Ruskies say at UNSC, who needs to be a UN member?

If any effort were made at the Security Council to reprimand NATO or strip it of its Kosovo mandate, the US veto would prevent passage. The Quint can have its way. Russia is unlikely to strenuously resist as it will no doubt be glad to pocket the unfortunate precedent set by the Western powers for use elsewhere at its pleasure,” Gallucci points out.
Probably the best paragraph ever printed on B92 especially the sentence "The Quint can have its way."!
