Absolutely and according to 1244 one of the KFOR duties is to ensure the freedom of movement. That's why KFOR is trying to remove those barricades to do what 1244 says.

I was amused when I read this title. As if it matters anything what the Serb MPs declare. It matters as much as, say, Tonga's parliament voted on the same thing :)

If KFOR breached its mandate, that's for the Security Council or the ICJ to establish.

The albanians here can say whatever they like about 1244 or Kosovo is lost forever. Reality is Serbia is proving a point over and over again. Exposing the fact through media to the international community that no matters who is sent there, the K-albanians can't self govern themselves without international guidance. Cleaning up pristinas mess every time it gets out to the media. Serbia is just proving the fact that the UDi of Kosovo is a failed cause. Its an international money pit. I've talked to K-albanians that now live here in the US and in Kosovo during the summer, that they had it better when the Serbs had control. That says a lot regarding their own people. Anyway keep screwing up and Serbia will keep putting pristina in front of the camera.

Apologies for my ignorance, but did the great offer of “more than autonomous but less than independent” include Kosovo’s UN membership ? Because if it didn’t I’m not sure what Kosovo lost by not accepting it !



Resolution 1244 gives Serbia the right to send back police and military forces.
"...after withdrawal a small number of Yugoslav and Serbian military and police personnel could return to Kosovo to carry out functions contained in the annex of the resolution."
I think it is time to think about that for to protect Serbian population and their rights, as well as sovereignty and territorial integrity as stated in resolution 1244.

Smart move dear Joachim, but the English version of 1244 says “agreed number” not “small number”. I know there is a Serbian version out there that, as said many times on this site, contains words that the English version does not have :)

If a declaration by the United Nations is not respected and the 'conditions on the ground' can make it void, then coutries will always try to just change the 'conditions on the ground' to make resoultions void. when that happens, more innocent lives will be lost. Every one will pay attention to Resolution 1244, however, it does not and will never have the meaning SErbia is trying to link to it. It gives KFOR/NATO the right to protect the citizens of Kosovo and property from destruction of any Serb forces whether they be military or the new Serbian forces "hooligans"

You missed (intentionally I am sure) 2 huge points, the number of returnees must be agreed to by Kfor, and none of their ALLOWED functions are those you are implying.
Also if you will note 1244-no where in its contents is any mention that Kfor is to be "status neutral". Its mission was and is to monitor and insure the removal of all Serb military, paramilitary, and police, and to prevent their return with the exception of the few that the head of Kfor deems allowable once Serbia submits a request, to perform the limited functions noted. And Kfor has complete right to determine the number up to 1000, that number may be 1 or 0 or 999 whatever the Kfor commander should decide irregardless of Serbia's desires. Should Serbia decide to send any military personnel into the borders of Kosovo for any other reason or without permission, the UNSC mandate is for Kfor to stop them by whatever means necessary.
