Of course 1244 exists, as it does the UDI which is in line with 1244. Fortunately for the Albanians, 1244 is still in force, otherwise KFOR can't be there and the Serb military may legally be free to return.

Poor, deluded Koso, the west has dump no money in to Serbia. Pre-Accession are not dumping. Dumping is what Bosnia gets and Kosovo as they get money in return for nothing. Pre-Acccession funds have to be planned for, spend and audited very strictly.
