OSCE PA to debate organ trade resolution

Lets see:
Eulex moves into Kosovo, Serbia at first says no but the transition continues and in order to save face, Serbia "requests" Eulex to enter under the guise of the 6 point plan, which was nothing more than saying dialogue will happen, even though from day one Eulex rejected 6 point plan.
Eulex in cooperation with UNMIK furnishes a quarterly report which the head of UNMIK gives at the UNSC meeting.

Organ trade comes up, Serbia wants a new organization developed to investigate and prosecute, the west says EULEX can handle it, Serbia says no. EULEX begins the process to undertake the investigation.
Serbia goes to UNSC, nothing, now goes to OSCE and the end result is a resolution that EULEX does the investigation in cooperation with UNMIK.
Another big win for Serbia.
