Dick Marty "unlikely to attend OSCE debate"

Council of Europe (CoE) Special Rapporteur Dick Marty is not likely to attend a debate on the resolution on human organ trafficking in Kosovo, said OSCE.

The new head of UNMIK is an American, who will now be able to demand access to Serbian archives to check on any Serb involvement. For UNMIK, not the US, of course. Still, could this have worked out any better?

I am not sure I understood Amer. Are you saying that UNMIK will have a greater access to Serbian archives than EULEX? I hope so, in which case I was mistaken, maybe UNMIK can really help. I doubt that it will have more success than the Hague or than what it had in the past when accessing Serbian archives though. And I am not sure Serbian archives contain anything useful about the organ trafficking case. And if they contain anything useful, it will be used, EULEX or UNMIK does not matter. Hopefully the head of UNMIK can demand access to all the archives on the Serbian movements in Kosovo during the wars of 1998-1999. There are still many many missing people in Kosovo and the documents on the movements of the Serbian forces should be there, in the ministry held by Milosevic's party successor, Dacic, and the ministry of Sutanovac. Those documents can shed light on what happened to many people but 12 years have passed and the Serbian side still does not care or is afraid.

The funny thing is the resolution is wanting UNMIK to join in---did not UNMIK already report that they had investigated and found nothing???

It is even weirder if one considers that all is left of UNMIK in Kosovo is 16 people. From a practical point of view UNMIK can do little in eventual investigations, the reference to it in the resolution is just to give the illusion that UN will be involved.

He doesn't have to be present. The draft was already adopted by the OSCE to investigate independently in this case of crimes allegedly commited by Albanian so called 'freedom fighters' (read: war criminals) which nowadays play politicians in Kosovo

Actually it only passed the committee and still has to be voted on in the assembly. 2 things, it calls on a joint investigation with Eulex and UNMIK, and the resolution is useless in the fact that any actions require UNSC mandate. Nothing will pass in UNSC so EULEX will continue on its course.

he was going to go: "Marty's presence was confirmed on Thursday by OSCE PA Vice-President Riccardo Migliori."

Now: "Based on the information that we have received, Dick Marty will not attend the session due to obligation that were scheduled earlier, Tanjug was told in the OSCE office in Belgrade."

So, unless Migliori just made it up that Marty was going, the obligations for Saturday were scheduled between Thursday and Friday.

So, unless Migliori just made it up that Marty was going, the obligations for Saturday were scheduled between Thursday and Friday.
