Since the EU has announced the initiation of an investigation, there will be no action by the UNSC to counter that. It is highly doubtful that there will be any official discussion on the matter.
Kind of like the Ahtisaari Plan, it was never brought before the UNSC officially because it would have been blocked by Russia. A proposal will never be brought before the council to organize a competing investigation to the EU because it will be blocked by US, France, UK.
There may be discussions but no formal proposal nor vote.

Jeremic has been immaturely using UN GA and UN SC for his internal public consumption for quite a while, especially after debacle in ICJ.
The irony is that even after being forced to change the draft resolution from negotiations on status to dialog on technical issues, he tried to impress the ambassadors at UN GA meeting with "We will not tire because we can not fail" BS even after he failed. So he was reminded right away by the representative of Albania.
The same thing now. US, France and UK already left him know that they will not approve this recommendation. So he will be reminded of his failure again.
