Please read the article again, it say: "COUNTRIES in the region" (i.e. not some self-proclaimed state/entity)

Kosovo is not on the list because it is not a country. What Kosovo calls its military is merely a bunch of armed lunatics who specialize in the terror of civilians, 1998 showed us that the KLA was no match for the Serbian forces, only when the Albanians began to cry for the Americans did they come and save them. However if you think about, if the US is there, then that means that Kosovo is also there seeing that Kosovo only exists because the US keeps that "country" alive.

Having pride in the fact that a rebel army was no match for a heavily financed state military is similar to a High School Graduate challenging a 3rd grader to a debate and then boasting of their accomplishment.
Maybe you should compare apples to apples. While KLA was able to stay alive despite the extensive force of Serbia, Serbia in turn caved in only 78 days against a real military.

Or of their incompetence, or simply trying to make cheap points with populism, knowing that NATO is not that popular in Serbia :-)

If even the bif Russian orthodox brothers will participate, it shouldn't be a problem for little brother Serbia to arrange this military conference.

Is this the same NATO that out going US defense secretary Robert Gates blasted his european 'allies' for not bankrupting themselves further on NATO's godless, and even more pointless wars?
