"Structured dialogue" on Bosnia judiciary launched

EU Enlargement Commissioner Stefan Fule opened a structured dialog on the work of the judiciary in Bosnia-Herzegovina in Banja Luka, the Serb Republic (RS).

Why is Bosnia still under a kind of administartion after Dayton?
I thought Dayton was supposed to unify the country not keep it seperate?
If you have a International Administrator who essentially able to dictate to the replublics in BiH what they can and cannot do.
There should be a refferendum in Bosnia. A referendum for a new constitution that does not recognise a International Administrator and to do away with 2 republics and have a union of 2 states hence "Bosna I Hercegovnia". Wouldn't that be nice?
