"Hague cooperation cannot make up for reforms"

Ha ha! The EU has now focused on a new obstacle for Serbia! Previously they were shrill in their shriek to the heavens about Hague cooperation being numero uno, and everyone appeared to be given the impression that nothing came even remotely close in priority. Now that the Mladic excuse is redundant, Hague cooperation has been utterly downgraded in importance and now "cannot make up for reforms".
