His job as General of the Bosnian Serb army was the preservation of Serbian lives and territory. Why would you expect him to shoot fellow Serbian officers/soldiers when they've come to arrest him? It's not as if the SAS or the 'Seals' were going to arrest him so him resisting would have resulted in the death(s) of more young Serbian men and that would be contrary to his profession.

It's not at all surprising that a coward who chose to slaughter unarmed and defenseless civlians would decide to save his own life.
