- if you are not requesting Serbian recognition (illicitly) why request Serbians to take part in an illegal secessionist census that is not being organised by the UN ?

How does Tadic let this all pass? Useless President who does little to stand up as the President of Serbia to these EucRATs who it should immediately be reminded represent EU which is Status Neutral and as such this totally over steps Serbias red lines.

Surely Tadic should have put Barrelosso right that the message should be directed to Serbia's UN recognised province and the local representatives of ethnic Albanians that they fully participate in the National Census of SERBIA - the UN recognised sovereign state!

Barroso specified that such a move was not put to Serbia as a condition in the process of the county's European integration, but that the Kosovo issue would be taken into account in the drafting of EC opinion on Serbia's candidacy status application.

Not a condition but will be taken into account. It comes down to "Good neighbourly" relations.

The answers to your questions are pure and simple. Reality is not what you wish it was.
Recognition of Kosovo is not a requirement. Serbia only has to pursue its entrance without including Kosovo. Sounds like the difference in 6 and half a dozen to me.
