Dačić specified that the arrested include the retired head of the Priština police administration in Niš and the head of the travel documents department at the Belgrade police administration.

Something wrong with this picture. Why this headless guy has an office in Nis rather than Prishtina, since he is the head man for admin police in Prishtina?

Since Serbia pretends that it runs Kosovo, but can't actually have it's police physically in Kosovo, it has its "policiske uprave" on the territory of Serbia proper.
