One, the official one, went via the Croatian TV and broadcast Tudman's message to the Serb civilians to stay in their homes, while the other, unofficial and secret chain of command "ordered" the Serb civilians via fliers to pull out of Krajina scaring them with the arrival of "the Ustashe army". Inasmuch as in the "ordinary" war the Croat leaders on several occasions exceeded the necessary self defense, it is obviously to be expected that they did the same in the conduct of "special" warfare.
Instead of causing panic and confusion in the Serb units by propaganda-psychological tricks, which is allowed by the Geneva Conventions under the category of "wartime trickery", panic and confusion were provoked among the civilians in order to prompt them to run en masse. And that mode of special warfare could clearly be named special ethnic cleansing."

Furthermore, most of the Serbs in the area had not lived there for long. A great many of them had moved there from elsewhere in Bosnia. They lived in the houses of the 200,000 Croats that had been forced at gunpoint to leave their homes.

And speaking of justice - when will Mile Novakovic be held accountable for the many deaths of Serb civilians his tanks ran over as they evacuated? Sure, we all leave our homes of our own free will to go on holiday but not for ever and not during a dirty war. according to our esteemed american's opinion it would seem evident that his opinion would be that there was no ethnic cleansing of ethnic albanian population in kosovo either. afterall, every video i saw was of a caravan of civilians leaving the besiged area. the caravan wasn't being constantly bombarded (as were those of ethnic serbs leaving croatia). these people too left on their own. however, these people also returned shortly afterwards.
and when once considers the statement at a more general level, one could wonder how usa could even justify anything according to humanitarian actions. consider libya for the moment. those people who are in danger could simply run away and everything is fine. why is nato there then when civilans could run from danger instead of waiting to die. nato is running countless bombing missions from the air, hitting targets from all sides of the conflict (as per usual).

PEOPLE of a seperate ethnic group who once lived in a region left under duress, and have not returned. the region was effectively cleansed of this ethnic group -- hence the term ethnic cleansing. seems obvious. perhaps he should pick up a dictionary once in a while instead of trying to invent his own definition of words and terms.
