Serbia using "only quarter of World Bank funds"

Head of the World Bank Office in Serbia Loup Brefort says that Serbia is slow when it comes to implementation of funds granted by the financial institution.

Typically incompetent government behaviour. I guess the reason why the government is not in a hurry to touch these funds is because it is probably too difficult to cream money of the top into their own pockets. If they cant be self serving why then should they bother. Also true is that parliament is so divided that no one can agree where this money should be spend, therefore it hasn't been touched so far. The World Bank knows where money is most needed. Let them decide where it should go. One project worth funding would be competency classes for bureaucrats.
