Mr. Ostojic does not comprehend the ruling of International Court of Justice. Declarations as such are not illegal because international law does not rule on declarations but actions. Serbia could declare that Mediterranean Sea belongs to Serbia and such declaration would not be illegal. An attempt to act upon such declaration is illegal. Declaration of independence of "Kosova" is not illegal, establishing "Kosova"pseudo-state on Serbian soil is illegal. And that is the legal meaning of ICJ ruling.

Bob, the ICJ said "the declaration of independence of Kosovo adopted on 17 February 2008 did not violate international law". That's crystal clear, not sure what's to interpret. To the risk of repeating the obvious, the ICJ is saying the UDI of a specific entity (Kosovo) declared on a specific date (17 feb 2008) is not illegal. The ICJ nowhere said "declarations of independence declared by anybody on any date do not violate international law".
Not sure where you read all those allucinations stated above about the Mediterranean Sea, Serbia and bla, bla, bla. In addition I'm not aware of anything related to the Mediterranean Sea being declared on 17 Feb 2008.
Similarly to 1244, there appears to be a Serbian version of the ICJ decision that has additional wording not contained in the English version !
Now, for Serbia declaring that the Mediterranean Sea belongs to Serbia.. First, that's illegal because it violates international law of the sea (more specifically, UNCLOS's Art. 2 which legally binds Serbia as a party to that convention). Second, does not have any practical effect unless Serbia is able to exclude in practice other states from entering that sea.
