University of Belgrade decided on Wednesday to award Russia's Prime Minister Vladimir Putin a honorary doctorate.

it might be useful for you to offer us cases when leader of your choice protected international law...
nato nation's leaders are clearly not valid candidates for such accolades when one considers nato is activelly using drones to bomb pakistan (a nation with which it is not at war (cannot bomb a nation you are not at war with)), so let us find one that is.
perhaps russia doesn't support international law as you suggest, but nobody else does either.
