Good for Dick Marty and for the majority of countries who wish to see this through and find some sort of justice for those poor people.

There is no time to waste - an investigation should be launched immediately under the auspices of an independent body.

Exactly what independent body are you and Marty talking about? No one seems to knwo this answer. The EU, they have EULEX, the UN, they have both the Hague and UNMIK. Do you propose that one of these groups create another agency just because you do not like the one established? Chances are it would involve the same people with a different name.
The UN has set up a tribunal to cover all war crimes in the former Yugoslavia, all that needs to be done is extend its mandate to allow for new investigations.
One important issue would be for any panel selected to have unimpeded ability to examine any suspected mass grave sites located throughout Albania, Kosovo, and Serbia, and should include any open and new war criminal allegations. This would also help in the dilemna of what to do with cases left open due to fugitives who have not been turned over.
