Prime minister to take over finance ministry

The Serbian cabinet will comprise 21 members and 17 ministries after a reshuffle, Prime Minister Mirko Cvetković announced late on Sunday.

I did not even know the facts that gd and Lenard articulated quite nicely (thank you), but isn't it a no-brainer that the PM and Finance minister should NOT be the same person?! Kind of like having the "fox in charge of the hen house." Heck, let's make him Governor of the NBS also.

Serbian Premier Mirko Cvetkovic was head of the Privatisation Agency where half of the money disappeared from the sales of Co. That is interesting now he is taking over finance ministry I guess some ones kitty is getting low need to be replenished. In developed democracies, the jobs of prime minister and finance minister are considered not only separate but also of almost equal importance. The Finance Minister is responsible for not only taxes but also government spending and assessing the financial feasibility and practicality of all budgetary spending. The Prime Minister is responsible for overall control of the work of the government, including the Finance Minister, to make sure they are working to the best of their ability IN THE INTERESTS OF THE CITIZENS THEY WERE ELECTED TO REPRESENT and to make sure there is a fair balance between social and economic policy.
Generally speaking, a prime minister can survive the resignation or sacking of any minister EXCEPT the finance minister. Once the finance minister has lost confidence in the prime minister, the pm is finished. Also, once the pm is forced to admit to such a fundamental error as appointing the wrong person to control the country's money, he losses the confidence of the country and the only solution is elections. There are sound reasons for this, a lesson it will be very expensive for Serbia to learn. I'm going to start saving to educate my kids privately.
