Considering the fact that the North has never been part of (historic) Kosovo and has only been added to achive a better ethnic balance, this would be a good idea, Jim. But unfortunately, it surely won't happen. Serbia won't propose it, Kosovo wouldn't accept it. Both think they can argue with keeping their 'territorial integrity' - which is funny especially in the case of Kosovo which itself has been created through severe violation of territorial integrity.

This is just a suggestion for negotiations, please dont flame at me if you disagree

1. Bring Bosnia and Montenegro to the table as well
2. Northern Kosovo & key religious/Heritage sites remain part of Serbia (think of the Kalingrad Oblast in Russia)
3. Rep Srpska and All Pro-Serbian areas of Montenegro are seded to Serbia
4. End of the Apartheid regime of Kosovo and Metohija's Minorities

Well sad Jim.
Unfortunately there is a little chance for that. I see no interest from any side to really find the solution since the "conflict" is a good business for all side.
Robust, redundant, arbitrary/capricious solution would be one that we'll about to see but they will never present real solutions.

Jim let me give you a hand there if you don't mind. Serbia must recognise Kosovo independence first. Same rights for Kosovo Serbas as to the Albanians living in Presevo, Bujanovc and Medvegja.

In that case, Serbia should just go in and announce that they will give the Kosovo Albanians full rights to interact with the outside world as they see fit (in other words, independence) in return for the North and a special autonomy regime for key religious sites. Nothing else to negotiate; take it or leave it. Pristina would then look utterly stubborn and intransigent - not to say stupid - by rejecting it. They could have what they want, but for once they will have to compromise. Let's see if they are capable of doing so. My guess is that they can't.
