The official Brussels diktat! Do what we say, not what we do. Brussels can stretch the meaning of the word 'negotiations' so far that it can circle a whole city block and still have length to go up its own colon. And this is whilst the EU is 'helping' the process by providing direct support to the Kosovo Albanian side as they don't have enough decently qualified negotiators who have the right links to the right clans etc.

Scene One, Act One, 'Something big is going down in Kosovo', A farce, written in Brussels and Washington, with three principle characters, Mr. A, Mr. S, and 'The Grey Man' aka a puppet who's strings are pulled in the capitol of western europe. The opening scene is set in a colorless, neutral room.
