Sure, it would be nice, but it is unrealistic. As for improving standards just by getting CS, I assume this means it will encourage further foreign investments = more jobs = more tax receipts = better budgets = better projects etc. And also more EU funds...

High standards in all fields is the goal of every developed country regardless of what economic bloc it is a memeber of or not.Serbia is well on its way to improving the lives of its citizens.
