“81 percent of EU integration plan fulfilled”

Serbian Deputy PM Božidar Đelić has stated that 81 percent of Serbia’s National EU Integration Program for the period from October until December was fulfilled.

Just to further underline my point about making rules and ignoring them, here's a recent piece by offical propaganda site Balkan Insite (18 Feb 2011):

This all should have been done before they joined the EU, but hey, some countries are more equal than others when it comes to EU law. According to 'Le Canard Enchaine', France forgot to implement an EU Directive from 2008 (2008/115/CE) on the regulation of measures for dealing with illegal immigrants (mostly sans-papiers)!

This is just BS. 'Fulfilled' is essentially meaningless, as is any percentages. Implementation, Implementation, Implementation. Brussels will not make the same mistakes as it did with Bg & Ro and take it on oath that the reforms have been 'more or less completed'. Prove it to the citizens of serbia first and before Brussels.
