In case of Kosovo with its archaic clan structure and culture of vendetta, every witness who dares to report a crime doesn't only have to fear for HIS live being endangered by the perpetrator himself, but the lives and health of his whole family and relatives can be in danger: They could be attacked or intimidated by any family member of the perpetrator.
