By encouraging AbSO to declare independence and change an international border, Russia may have encouraged other peoples in the North Caucasus in their struggle to do the same thing. They certainly don't seem on the verge of giving up any time soon, at least.

This attack was carried out while Medvedev was at Davos, trying to drum up investments in the North Caucasus - in ski resorts, to be specific. He wants to improve the economic situation in the area as a way of wooing Chechens et al. away from terrorism, by giving them something else to do with their lives. So for the terrorists to strike, not only in the capital city, on a specific date, but at Medvedev's audience (figuratively speaking), was a highly rational act. Nor should we forget the upcoming Olympics, which the terrorists would clearly love to disrupt as a blow to Russian prestige. How easier than by scaring away sportsmen and spectators with threats to their own, personal security? Russia needs foreign capital, but capitalists don't invest in countries with major terrorist problems, especially where foreigners are seen to be targets.

Ataman yore just a sweet American/ Hungarian guy but if you had tow nail clippers on you at the airport that would be a totally a different story. What I do not understand in the twisted logic of that criminal - why was the international waiting room targeted, in particular foreign visitors?
The airport security in "East" Europe is much more relaxed than in the States. On many occasion I could just sneak in from outside in the room what supposed to be before the customs check to help my wife carry the luggage. You can do it in Budapest, in Domodedovo, in Nikola Tesla - the local mentality is "who the heck would do evil things here?"
Apparently, some do.
