In one of those State Department cables Feith was quoted as saying he thought it was time to end the ICO involvement: "once a state is up and running, the international community should step back."

Of course. Only normal, what else. But currently, there's no state 'up', let alone 'running' in Kosovo.
I think the ICO in Kosovo should be replace with a person with a similar power as the OHR in BiH.

Fortunately 1244 is still valid. Meaning that Kosovo still is a Serbian province ruled by UN.

So what's this talk about 'a state'? A province!

@ Amer - Please note that the cable is dated Thursday July 9th 2009. And who knows when Feith made those comments – probably even earlier. Certainly before all of the latest developments, during which his attitude has visibly changed.

He is no longer calling for the ICO plan to be carried out and is criticising the unelectability of corrupt and under investigation members of the Kosovo administration.

Well, if the mandate of Feith is not renewed what will happen to EULEX? Let's not forget that EULEX only works in the framework of UNMIK. As 1244 is still valied Kosovo (still) is a Sebian province ruled by UN.

Meaning the initiative should be with the UN again.

Don't understand your questioning of EULEX, the article nor Feith's mandate have anything to do with EULEX. But I understand you stil have not figured out the role of the UN and UNMIK and have not fully read 1244 so it would be a little much to expect you to understand that the complicated nature of EULEX and the office of the Special Representative of the EU.
