Read closely. In no way is Serbia pressing, interfering, or pushing "Crno Gorski".
You've got a senior official grasping at at generic terms that don't mean a thing. Actually, come to think of it, nothing was really said.

"The project would "preferably something related to agriculture, tourism or infrastructure", said reports."

What project??
This, that or both mean absolutely nothing.
Perhaps in the future space travel or quantum physics?

But nonetheless Agim, you need to dump the inferiority complex.

RE: Education

The first project should be education in contradicting the political elite in Montenegro that Montenegrins are Serbians.

They are part of the first settlement of Serbia in Raska and Gora, the other is Metohojia (part of which is in current Montenegro) the other in Kosovo.

Dont' tell the Pastrovici clan in Montenegro they are not Serb!!!

Montenegrins are not cousins or brothers, they are Serbs.

I can see that foreign policy has been left out. Serbia cannot tell Crna Gorski what to do.
