No, torturing prisoners is already a war crime. Maybe you should inform yourself about the UN convention on how to treat prisoners of war? It should be easy to find on the internet. Though those things are obviously unknown in the independent dream state of Kosovo where the first law to follow seems to be the law of clan omerta.

According to the indictment which the Priština media had a chance to review, in its camps in Albania the KLA held imprisoned Albanian civilians who were suspected of cooperating with the Serbian regime or whose political stands differed from those upheld by the KLA.
Existence of camps?, this is not what the k-a trolls are trying to hammer in our head day after day, moreover in Kukes.... no, can't be, war criminals in KLA, no can't be, only angels, like Agim is trying to convince us, only one person died, who cares, that life is not worth more than that of a fly.... whether hundreds of others were kept in inhuman conditions and tortured is already of no importance. Oooops, of course if the US has that right with hiden prisons, why would the kla not have had that privilege... !
