Nowhere, it seems. It sounds like Kosovo will be passing the chair to Albania, only to avoid to be there under the "UNMIK-Kosovo" label. Bizarre.

According to Ron, UNMIK governs Kosova, therefore SRSG Zanier should be at the helm representing Kosova!!!
