By chance did you read any of the section dedicated to Serbia? I believe you want to keep that hush-hush, as it defeats your purpose.
Such as Witnesses are protected by many who are suspected of war crimes (former red berets), and witnesses have changed their testimony due to intimidation by the WPU itself.

Did you read that the people named are alive and have never been Hague witnesses. This report was written in Belgrade with Moscow's money

Bganon..I as Albanian from Kosovo fully agree with u,thorough investigations should be carried out,the same should be aplied in Serbia proper too.Remember there are some two thousands dead Albanian bodies there(Serbia).I will not provide an alibi for those involved in (organised) crime and have something to hide. I hope that some Serbians at least will agree with me.
Cheers.

I guess nobody really read the report. In Serbia it seems like the WPU (Witness Protection Units) include members of the Red Berets, paramilitary war criminals. How fitting for Serbia!

Thanks for pointing out! Even more, on the website, you can download the full report. An intersting read! Yes, it mentions all EX-YU countries and provinces. If you read closer, in theory, all countries have witness protection programs. Except: '127. There is no Witness Protection Law in Kosovo. " Murdered witnesses in war crimes cases are only mentioned for Kosovo, in Serbia, a witness agaisnt a mafia clan was killed.

And it mentions the general problem, which cannot be solved by any law:

129. ....Witnesses are often perceived as betraying their community when they give evidence, which inhibits possible witnesses from coming forward. Furthermore, many people do not believe that they have a moral or legal duty to testify as a witness in criminal cases."

Funny, because exactly that you can find here with 95% of the Albanians defending their criminals and denying.

Worth to mention is (for all the persons who claim that 'there are no witnesses' or 'nobody has been murdered'=

130. Moreover, where a witness does come forward, there is a real threat of retaliation. This may not
necessarily put them in direct danger, losing their job for example, but there are also examples of key
witnesses being murdered. The trial of Ramush Haradinaj, the former leader of the Kosovo Liberation Army,
illustrates this. ...

The following is an actual quote from the CoE website:

"referring in his report to people who had been murdered in Kosovo just as they were about to give evidence, the threats to and intimidation of witnesses in Bosnia and Herzegovina, and the disclosure of the identity of protected witnesses in Croatia and Serbia. “It is urgent to protect witnesses since valuable testimonies...."

Here's a link to a draft of the report http://assembly.coe.int/ASP/NewsManager/EMB_NewsManagerView.asp?ID=5697

Strange - in Montenegro there was an unsuccessful assassination attempt on a witness, a witness in Serbia left the protection program and was killed (para. 130), and yet the report doesn't mention them in summarizing problems in the region. Just Kosovo. Also strange how the Kosovo papers publish the parts critical of Kosovo, and the Serbian papers publish the parts critical of Kosovo. 3rd - why does he claim that witnesses against Haradinaj were killed when the Hague denied it?

One problem - under international agreements, when a foreign nation agrees to host a witness under witness protection programs, the original country is responsible for paying all costs. In Kosovo and BiH, where the problem is greatest, this is clearly out of the question. The international community has a role to play here that it's not playing. Promising reluctant witnesses that they and their family will be supported in Sweden or America would open a lot of mouths. You have to hope, to tell the truth.

In the independent dream state of Kosovo, they are called 'collaborators' and will be put on a list, like the famous 'Marty's helpers list'. So, yes, you are right, there is no such thing as witnesses.

Mmmh, how come that these things always remind me more of mafia clan structures and not of an European (wannabe) country?

I would feel completely ashamed if this happened in Serbia proper to the extent it happens in Kosovo.

In fact the national interest has to be laid to one side when it comes to protecting people who are only telling the truth.

I will not provide an alibi for those involved in (organised) crime and have something to hide. I hope that some Kosovo Albanians at least will agree with me.

'We want evidence' cry the Albanian posters. Bit difficult wouldn't you say if the KLA are going to keep bumping off witnesses.

Why do you think Marty is keeping his evidence quiet? Why do you think he isn't mentioning names? Have you worked it out yet, my evidence demanding friends? ready.... NO WITNESS PROTECTION PROGRAMME, WITNESSES DIE.

And lets not forget that UN officials and the Quintet are implicated, so any EULEX protection programme would be flawed.

Solving these problems should start with removing thaci and his croonies ASAP.And stopping the flow of funds from USA and EU.
Most of the neighbor countries are putting a stop to drug cartel as we could see these past few weeks. And they will strat eating their own in no time.
Not like they are not doing it already-but it`s mostly defendless kids in albania, and with medicus case nearing end most of the heroes of kla will talk just to survive.
