Bear + Russia = phantasy association, created by some Frenchman or Englishman during the late 19th century. Sometimes Russians do pick that idea up, but it is without exception only for foreign consumption and with very few exemptions made by foreigns only.
Not sure, who is the most popular "for real" and in children's books.
My estimate:
#1: hedgehog (in tie with rabbit)
#1: rabbit (from rabbit vs. wolf series, in tie with hedgehog)
#2: a fictive character called "чебурашка"
Bear is probably not in first five. Mentioning "Bears" and "Russians" at the same time is the best hint to the "rest of us" that who does that, has absolutely no ideas. But it's always good for a joke.
Maybe what is left of famous Galeb aircraft to put out wild fires in Russia,or homeda rakija. hahahaha

On a more serious side they are conferring on Kosovo as well as how to maintain the status quo regardless of talks. I hope you find that as funny as I have.
