The failed and corrupt state in Kosovo has nothing to win in talking to Serbia and everything to lose. Kosovo Albanians are incapable of taking care of themselves and unless the world is willing to babysit them for all eternity, they are going to have face the music playing in Serbia.
Borders are the number one issue. If Albanians in Kosovo do not have what it takes to police its borders, then Serbia is going to be all too happy to take up the job. The international community for all its lip service about UDI doesn't want the job.

No-where is this mentioned in the EU as a confirmed date.

Tell their own citizens that they have a so-called confirmed date of negociations and then turn back to thier citizens that Serbia was ready to talk but the Albanians/Ilyriers weren't.
This is how your government is working. Spread false assumption to their people and blame it to the Albanians.

Keep that in mind before saying: "You see, the Albanians do not keep their word".

Give them enough economic freedom that they can't blame their dysfunctionality on us, as long as MUP & VS operate throughout KiM & the Albanian border. Our 'more than autonomy, less than independence' platform should be applicable to re-integrating ALL ex-YU states that occupy Serb land, KiM is just the first step
Kosovo has its democratic and respectable constitution that is respected by most of the EU members, USA and the democratic world so it is pointless discussing with anyone who disrespects that.
On the other hand Serbia has diplomatic relations with countries that DO NOT recognize its own constitution. Such things are so VERY funny and can occur only in Disney Land. So I guess Serbian Mickey Mouse constitution is the real face on how Serbia is looking in front of prosperous world.
At the end of the day, it is Kosovo that calls the shoots, so they decide when, how, and if any talks can take place. Every rational individual knows that the future of Kosovo is unification with Albania. Serbia may have the ultimate option of becoming a province of Albania, sparing or postponing materialization of the further inevitable disintegration.
