I will explain to you how it works.
UN (Unmik) with resolution 1244 came in force after voting 1999 and can not be changed by anyone except the United Nations Security Council. I think you know this already. It matter not what you or me think or believe, its a fact as "sure as eggs is eggs".
Anyway, now when 1244 is Kosovos father, God and master for the moment, there are som rules that will apply. For example, Zannier is employed and paid by the world, i.e UN. Zannier must comply to 1244 and in Kosovo as you know, Eulex works in its mandate under 1244. Complicated? Yes, damn right it is. The Kosovo negotiation team do not have much saying at all. To make it simple and compare it to a kosovar family; UN is the grandfather, Eulex is the father, Serbia is the big brother and Kosovo....well its not born yet....let alone even planned yet. I understand your frustration but the fact is that the UNSC res 1244 is definitely in full force if we want it or not.

Zannier is the only one with status level high enough to speak to Serb officials.

UNMIK will respresent Kosovo as the UNMIK is governing this Serbian province of Kosovo as per 1244.

Zannier can talk on behalf of UN if he has a mandate like lets say president Ahtisari which Serbia tried to ignore. Zannier CAN NEVER and will never be allowed to talk on behalf of Kosovo Albanians.
