This was a really nice article, i have to agree with the serbian experts, especially on the point that public is not being informed on important issues, such as kosovo, petrol agreements etc, the same is here in Albania and i bet it is almost the same for all the countries all over the world, no matter how democratic their gov might be...

"Basically we are talking about fax mashines." (Agim Kelmendi)

-- You might be able to trace fax transmissions and at best get numbers and time, but you have no way of knowing what information was transferred. Most of this stuff passes through rudimentary degrees of electronic communication, leaving little evidence behind. And most of this stuff ends up in endless amounts of hard copy files, as Koso aptly notes, equivalent to sticking money under the mattress instead of putting it in the bank. Look at how easy over 250,000 files were able to have been obtained: no breaking and entering, no amount of time photocopying. Just hacking into what amounted to a shared server, hitting Ctrl+A Ctrl+C and Ctrl+V. An intelligence system that operates on equipment far below the technology of today's surveillance software ironically ends up being more secure. One could theoretically break into Belgrade's state archives, but you can only walk away with whatever you can carry.

This is a lot of BS.
NSA is capable to listen to any phone as well as any communication through internet.
(Agim Kelmendi, 1 December 2010 17:52)

NSA’s capabilities are exaggerated as can be seen in reality. Like the US superior weaponry, the NSA’s reputation is spread through spin in the media. There are many ways of circumventing that agencies capacity to listen in on conversations.

Real intelligence work is on the ground agents not someone listening to my conversions several thousand miles away in a nice comfortable office. Remember the recent US/Karbul Government meeting with a senior Taliban leader who turned out to be an imposter and walked away with a suitcase full of US dollars? Or for that matter the US embassy in Baghdad with 1000 employees and only 4 speak Arabic?

oh come on Mike, you should know better than that; the cable means; fax/e-mail and/or phone conversation. We are not talking about hard copy paperwork being hand delivered.

It's much much easier to steal that information. In fact any person can obtain that information illegally and mass produce it without Serbia being able to ever find out who the perpetrator is/was.

It's the same as the old age arguemtn: put the money in my mattress v. put it in the bank. Is it easier for criminals to hack into banks servers and route my money elsewhere or for an average Joe to break into my house and just take that money from my room.

Think about it.

Not really. You probably know about SkyPe... And SkyPe is still a major problem for the Big Brother.

We really do not know what is inside of SkyPe, only that it is a major headache for the cops.

“Above all, I was surprised by the low level of everything that has been published (by WikiLeaks). What I came across during my diplomatic service, the cables from my colleagues, foreign ambassadors, and the published cables from the previous period, for example from the Stalin era, are on a much higher level of language and analysis. Primarily, there were no insults, and usually they were brilliant sociological, political and historical analyses. Something is happening to the level of diplomatic communication,” Ilić said.

Yes, me too. If the trend continues, in 20 years the cable messages would look like: "Yo mamma is a fat ugly pig!". What a shame... and demonstrates the mental capabilities of the people we vote in the office.

But in the wake of the massive disclosure of U.S. diplomatic digital documents, it would appear that the lack of modern technology involved is what's keeping Serbian confidential diplomatic reports safe.
