Because the other option is brute force and Serbia isn't important enough to use brute force. So a few lies and some candy will do.

Just tell the Serbs to suck it up and that will be that.
Maybe Serbia is that important so they have to tread lightly and cannot just say you lost Kosovo, get over it.
