New EULEX chief arrives in Belgrade

should be guiding principal
for negotiations.If UNSC resolution 1244 is fully observed then negotiations could be very successful indeed.Mr.Xavier Bout de Marnhac must understand the law and order can not be implemented with out first disarming civilian population of Kosovo,and that job belong to EULEX and Kosovo Albanian authorities.Sporadic display of automatic and machine gun fire is a poor way to create peaceful,prosperous orderly society.
