PSS. Absolutely right. Whether the people voting view Kosovo as being independent or merely a province of Serbia, either way they should be in favor of being represented in the government (national or provincial) that makes decisions impacting their day-to-day life.

Now, regarding negotiations, Kosovo does not seem to be favoring isolation. Kosovo is actively trying to participate in all international institutions and cooperate with the world. In fact, if anything it is Serbia that is having to choose between being isolated or not.

At the beginning of negotiations, Kosovo is already somewhere between "more than autonomy, less than independence" and fully recognized independence. Serbia is starting with some of its citizens living in a (former?) "province" that it has had absolutely no control over for the past 11 years. For Kosovo to gain anything from negotiations, it must move further towards fully recognized independence and further away from "more than autonomy, less than independence." That cannot be Serbia's best offer, since Kosovo already has more than that. If it is Serbia's final offer, then Kosovo is perfectly happy to never talk with Serbia and let things remain as they currently are, since every day the situation in Kosovo (at least south of the Ibar river) gets better than they day before.

These are only provincial elections, so maybe less important than state-level ones, but still all people should participate ;-)

While I know your comment was actually meant to elicit anger from the Albanian readers, it makes sense.
Whether the people going to the polls wish to consider it a provincial election or a state election is of no consequence. It will elect the leaders of Kosovo who will run the government and make decisions for its people. Those who choose not to vote will have no voice in those decisions.
So Serbs if easier on the mind want to go to the polls and vote in the "provincial" elections it is only to their advantage, otherwise they are left in a country/province that is run by Albanian only elected officials.

Papajohn,

I expect more from someone with a name like yours. The conditions for dialogue do not exist, the same criminal fat cats are running free in Belgrade...war criminals as well.

The talks you guys are so desperately begging for are about mutual relations in return to future issues such as crime, borders, health, energy, blah blah..but NONE about the territorial sovereignty of Kosovo.

THE END!

Why should anybody wait with any democratic process in Kosovo, until Kosovo-Serbs know what they want, but delaying democratic processes??

That is not what the international community, and the UN feel, Koso. I think it's quite simple, really. Either the Albanians come to the negotiating table, and prepare to compromise, or they will further isolate themselves, and then experience the wrath of the EU/US. The internationals will not be happy with Pristina.

"I will be looking forward to your "Serbia must recognize Kosova statement tomorrow."
(winston, 14 November 2010 18:23)

Unless Serbia recognises Kosovo independece first, the tomorrows headlines would be 1-The expected negotiation failed before they started 2-Serbian delegation blaim Kosovo Albanians for not willing to find "a compromise" solution.
3-What a waste of time.

Thanks for your daily, Serbia must recognize Kosovo remark, EA. You never fail to deliver. As for what Minister Bogdanovic's was quoted as saying, I do not see any conflicting statements. There are "no conditions for Serbs in KiM to vote?, "we do not want direct or indirect moves that may suggest we recognize an independent Albanian KiM", and "matters will be addressed during negotiations". What is conflicting in those statements? I will be looking forward to your "Serbia must recognize Kosova statement tomorrow.

I do not know how these two can go together

"Commenting on the term of “lack of conditions”, he said it meamt that the elections were organized by the entity which Serbia did not recognize...".

Bogdanović said that it was important for the Belgrade-Priština dialogue to begin as soon as possible, and in a constructive atmosphere.

I really think the minister is in the wrong job as the above two do not go hand in hand. One is contradicting the other.

To me there is not a solid base to have negotiations with Serbia. I also understand the Kosovo Albanians position not to show themselves "not willing to talk". I think these talks will be quite short as Serbia is frustrating the whole process before the negotiations start by not recognising Kosovo independence first. I hope and wish I am wrong.

Of course there is no conditions to vote, there isn't a condition to vote. Everyone of age has the right to vote in Kosovo and they also have the right not to vote too. Apathy is a right!

However Serb representation in Kosovo's Government will be beneficial to the ethnic Serbs of Kosovo.
