Fine words from Ban, the South Korean who should exhibit a little more enthusiasm for reconciling North and South Korea. This is not just an inter-ethnic and inter-religious problem, it is a divided people in a perpetual stalemate situation. It is a UN problem and if the UN is to have any credibility under Ban, progress should be made there first.

Serbia recognizing an independent Albanian KiM will not happen, Ben. Why do you keep repeating that here on a daily basis. There are other ways to settle the differences in KiM, than to give the Albanians another country. The land does not belong to alone, their have been other ethnicities in KiM for centuries. Families that have ancestral homes in KiM, must be facilitated with a means to return there, otherwise there will never be any peace there. So please, Albanian fanatic nationalists, get off of your independence wagon, and concentrate on more important issues, like improving the daily lives of KiM's residents. Independence, in name alone, will not put food on anyones table.

So since there are about 90-95% non-Serbs then the land belongs to Serbia? Even though these other ethnicities which include 90-95% of the population consider their land as their ancestral home? So forget about the 90-95% which want their land separate from Serbia and reward the 5-10%? There will never be peace there for as long as there are Serbs like yourself who want to impose their will on 90-95% of the population. The will of the people who live there is paramount and it trumps the will of anyone else who sees myths as truths. The only way to end conflict is by respecting the will of the people of Kosova and that will is independence. Now for as long as you do not accept that; then you alone are responsible for all the conflict you create.

"Even though some progress has been made in decentralization, there is no change in the consistently low number of returnees,”

That would be insane, got move there give us numbers but do not be human and partake in a democratic process.

“Even though some progress has been made in decentralization, there is no change in the consistently low number of returnees,” concludes the report.

Until Serbia recognises Kosovo independence, I doubt that the number of returnees will increase substantially. So far Serbia doesn't seem to be really interested on the above subject. People need to know what their future holds and not being left in limbo/status quo as Serbia wishes.
