Government to decide on Serb participation

The Serbian government is likely to hold a phone meeting and decide the conditions are not present for Serbs to vote in Kosovo.

Well this shows who orchestrates the serbs and their minds in Kosovo. This shows how democracy works with serbs.
And... if Serbian government says to the serbs to vote, then this is de facto a true sign that Serbia has accepted Kosovo as an independent country. The de jure was when they proposed the resolution to UN accepting ICJ decision that Kosovo was not breaking the international law when declaring independence.

A Serb honestly answer me why the Serbian government will hold a phone meeting? You say that Kosovo is a province of Serbia, why don't your leaders cross the borders and give their decision in person?

That is a strange understanding of democracy you Serbs have: The state decides whether the K-Serbs can vote or not? Do they also tell you whom to vote?

An ineffectual participation is the worst case. Since an united participation is improbable there should be a unambiguous appeal to not vote.
