Vietnam has agreed to help supply Japan with rare earths, as Tokyo tries to reduce its dependence on China.

Japan isn't the only country Vietnam is reaching out to now that China is beginning to flex its muscles. Hillary's been there a couple of times this year, and Bob Gates, to talk about military cooperation. Intel is building a $1 bln chip factory, Vietnamese-Americans (2nd or 3rd generation) are moving back and opening businesses - a lot's changed.

Russia is also being courted - a small country needs a lot of big friends when it's next door to the world's biggest one.
