President: New provocation from Priština

Serbian President Boris Tadić called the destruction of the Telekom Srbija's property in Kosovo "a new kind of provocation".

You are right. The only problem is the status of Kosovo being a country. That's the problem: Is Kosovo "another country" or not?

That is not a problem at all. If your goal is to have signal, you enter into a contract with the regulating agency in Kosova. It doesn't necessarily mean now you think Kosova is a country, especially since you're a company and not a government. If your goal is to make sure you prove a political point; well then you have no signal. Simple. The choice is between politics or signal. Serbia has chosen politics. Well keep it, then.

The point here is that Tadic is incapable in responding in any way apart from pleas to the west and pious words.
Capitulation occured a few weeks ago.He is now in their pockets.Shame that a once proud people are led by this rabble..
They continue to cover their tracks but the game will be up soon when status talks will not take place.
Tadic is craven weak and not being honest with the Serb people.
When the pograms start in Mitrovica he will again appeal for dialogue and seek the assistance of countries who not only don't care but will turn a blind eye.
It's a shorter distance from Mitrovica and the north to Serbia than Krajina was.God help those Serbs in the south!

If Telecom Srbja wants to operate they have to be licensed by Tele. Regulation Agency (TRA). Full stop.

this was a practice run by albanian irregular forces in kosovo to see how fast they can severe communication lines with the serbian majority regions. it was also to some degree a test of the reaction of the serbian authorities, the reaction was as expected-the serbian armed forces will not react and serbias ruling elite will do nothing.

the telecommunications lines will be restrored very quickly, but the next time they are severed the remaining serbs in kosovo will be under assault.

Any license obtained in the 90's would have been invalidated with Res 1244. UNMIK has already stated that they were operating illegally in Kosovo prior to DOI.

On the license issue here that Tadic says they have it because they obtained in the second half of the 90's.

That is indicative that they have no licence. They gave themselves a licence in the second half of the 90's, cutting Kosova into pieces and giving some of those pieces to FYROM, sending tanks, airplanes, army, police units, and state-uniformed prisoners. Things have changed radically since the mid 90's. Whatever permission you gave yourselves is no longer valid. There are new sheriffs in town. Until you come to grips with that fact, a Belgrade address and a permission given to yourself which is no even worth the paper its printed on are no longer a free pass to do whatever you want in Kosova. Get with a program. You sign a contract (which doesn't necessarily have to involve money exchange) you can operate. If you do not want to do that, then complain all you want. Simple as that.

no talks.. no settlement of the status or "technical issues" has served the k albanian people well..how else you gonna get the money, sympathy, empathy and attention from the west?

OF course they will make every effort to keep tensions high and keep the status quo as is.

it will soon be up to k albanians to show leadership and teach the serbian language in all kosovo schools ..make every effort to bring back the 225,000 serbs who fled, offer serbian tv-radio and newspapers to everyone in kosovo and prove to the world kosovo is as much serbian as it is albanian...we will be waiting !!

No one has ever cared for the people of Kosovo, whether your Serb, Serb of (albanian-decent) or Roma.

Is Serbia a member of the ITU? Yes.

Is Kosovo a member of the ITU? Never.

These instances of telecommunication equipment destruction is an internal matter of Serbia that must be administered by the UN/EULEX properly or those agencies will be found in dereliction of their duties.

Serbia can probably initiate arbitration between it and EULEX under ITU statutes.

-- While I agree with Tadic that this unnecessary act will complicate, if not altogether postpone, the upcoming talks, this is just the statement Pristina wants to hear to they can accuse him of "politicizing" the situation, and even possibly scuttling the upcoming talks that they seem unprepared for.

However at the same time, if Tadic also says

“We are convinced that the state-owned carrier has all the rights and licenses necessary for its operation, properly obtained in the second half of the nineties",

then he needs to show immediate proof that

a) a license exists, and
b) said lisence is in order within some acceptible legal framework.

If not, as much as I'd like to believe him, it's Belgrade's word against Pristina's, and right now, Pristina's the one doing the damage.
